Purchasing from People with Disabilities Advisory Committee

Overview

Senate Bill 212, passed by the 84th Texas Legislature, requires the Texas Workforce Commission (TWC) to create an advisory committee to assist in establishing performance goals for the Purchasing from People with Disabilities program. The legislation abolished the Texas Council on Purchasing from People with Disabilities (TCPPD) and transferred all TCPPD rules, contracts and operations to TWC, effective September 1, 2015. The advisory committee will assist TWC by providing input regarding specific objectives, performance measures and rules related to the Purchasing from People with Disabilities program.

About the Committee

The advisory committee members advises TWC on matters relating to the Works Wonders program, commonly referred to as the State Use Program, which assists individuals with disabilities in achieving independence through productive employment. In addition, the committee recommends criteria for certifying community rehabilitation programs (CRPs) for participation in the program. CRPs promote the hiring of individuals with disabilities to provide goods and services for purchase.

The committee meets at least twice a year.  At least once each fiscal year, the advisory committee will review and, if necessary, recommend changes to program objectives, performance goals and measures and criteria for participation.

Advisory Committee Members

TWC will appoint 13 advisory committee members composed of the following:

  • Four individuals from CRPs
  • Four individuals from organizations that advocate for people with disabilities
  • Four individuals with disabilities (two of whom are employed by a CRP)
  • The executive commissioner of the Texas Health and Human Services Commission or a designee

The members of the advisory committee will serve staggered four-year terms and may not serve more than two terms.
