Products & Services Purchased by TWC

TWC is required to purchase goods and services from contracts set up by authorized agencies if they meet TWC requirements. There are state set-aside contracts for various goods and services from Texas Industries for the Blind and Handicapped (TIBH) and Texas Correctional Industries (TCI) which means TWC purchasers must check there first to determine if the goods or services meet TWC requirements. If the needed goods or services are not available from TIBH or TCI and are not information technology, then the purchase must be made from a term contract set up by the Texas Comptroller of Public Accounts (CPA). If TWC needs to purchase information technology products or services, then the purchase must be made from a contract set up by the Texas Department of Information Resources (DIR).

  • IT staff augmentation (contractors)
  • Facility maintenance/repairs
  • Office equipment
  • Office supplies
  • Recycled products
  • Security services
  • Temporary personnel services

Information Systems Purchasing

State agencies are required to purchase all goods and services exceeding $1,000.00 and identified as information systems from contracts established by the Texas Department of Information Resources (DIR).

If no DIR contract exists, or TWC receives an exemption to make the purchase, or a blanket exemption already exists for the needed goods or services, TWC must follow the Request for Offer (RFO) purchase method or the proper procurement method to complete the purchase of any information technology item.

Centralized Master Bidders List (CMBL)

State purchasers must choose vendors from the Centralized Master Bidders List (CMBL) for purchases over $5,000. Therefore, TWC encourages businesses to register on the CMBL to receive invitations for bids.

NIGP Commodity Codes

State agencies use the National Institute of Governmental Purchasing (NIGP) commodity codes to search for potential bidders on the CMBL. The NIGP Commodity Book is available on the CPA website.

Electronic State Business Daily

Texas state agencies are required to post all bid opportunities which are anticipated to exceed $25,000 to the online Electronic State Business Daily at Comptroller of Public Accounts (formerly known as the Texas Marketplace) managed by the Texas Comptroller of Public Accounts (CPA).

You can browse all state agency bid procurement opportunities, or choose to view by agency. To find TWC postings, use the Agency list to select "TEXAS WORKFORCE COMMISSION – 320," then click Go to get search results.
