Adult Education and Literacy Performance Quality Improvement Awards

AEL PQIA Guidelines

Nomination and Application Period is Open from April 21, 2023, to June 19, 2023.

Eligible nominees for AEL performance quality improvement awards are AEL grant recipients funded under Request for Proposals (RFP) 320-18-01. 

Grant recipients under corrective action (Intent to Sanction or Sanction) for performance during the performance period of an award are not eligible for an award. Additionally, grant recipients may be ineligible for Texas Workforce awards if they have voluntarily deobligated funds directly related to a specific award or program or if they have poor programmatic, fiscal, and/or administrative oversight not currently addressed through corrective action. Best in Class

The Best in Class award is a performance-driven, quality award focused on a grant recipient’s performance toward meeting targeted measures such as measurable skill gains, achieved credential, and enrollment targets. The top three performing AEL grant recipients will be recognized in this category and awarded $75,000, $50,000, and $25,000 for these efforts.

Additionally, AEL grant recipients must be aware that performance data for AEL grant recipients that have grants in more than one workforce area will be combined for determining performance. TWC will take into consideration a grant recipient’s performance due to changes in the grantee’s service delivery area or due to other factors, as determined by TWC.

Performance Period

This award considers all AEL participants from July 2022 to June 2023.

Methodology

The weights for each measure are as follows:

  • 40% for Measurable Skills Gains (all five MSGs)
  • 30% for Program Year (PY) Achieved Credential
  • 30% for Enrollments (Total Enrollments, Intensive Services, and Integrated Education and Training, each at 10%)  

The PY Achieved Credential measure, which includes both HSE and IET Credentials for the Best in Class AEL PQI award, is calculated by using data available to TWC as of September 30 for purposes of calculating exiters, as follows:

For HSE Credential:

  • Denominator: Number of exiters (as of June 30) who passed at least one high school equivalency (HSE) test during a period of participation (POP), or who achieve Adult Secondary Education High in all testing domains at any time during the POP.
  • Numerator: Number of exiters who received the HSE credential during the POP or by September 30.

For IET Credential:

  • Denominator: Number of exiters (as of June 30) who were enrolled in in an integrated education and training program during the POP, as determined by a Training Service.
  • Numerator: Number of exiters who received a postsecondary education or training credential during the POP or by September 30.

AEL Co-enrollment Award

The AEL Co-enrollment award is a performance-driven award focused on a grant recipient’s co-enrollment efforts in Board-operated programs. The top three performing AEL grant recipients will be recognized in this category and awarded $75,000, $50,000, and $25,000 for these efforts.

Additionally, AEL grant recipients must be aware that performance data for AEL grant recipients that have grants in more than one workforce area will be combined for determining performance. TWC will take into consideration a grant recipient’s performance due to changes in the grantee’s service delivery area or due to other factors, as determined by TWC.

Performance Period

This award considers all AEL participants from July 2022 to June 2023.

Methodology

  • Denominator: The number of all AEL participants with a valid Social Security number
  • Numerator: The number of AEL participants receiving participatory services in a Board-operated program during participation or within the first quarter after exit

  • Case management
  • Contacts
  • Education
  • Employment experience
  • Informational services
  • Job search services
  • Life skills
  • Pre-employment activities
  • Support services
  • Training services-occupational skills
  • Work readiness

TWC Scholar of the Year

The TWC Scholar of the Year award recognizes an AEL scholar’s dedication, persistence, and leadership. This nonmonetary award will be presented to up to six scholars.

Who may submit a nomination?

AEL grant recipients funded under Request for Proposals (RFP) 320-18-01 may submit nominations for no more than two scholars from their program. As this award recognizes the achievements of AEL students, all grant recipients are eligible to submit a nomination, even if the grant recipient is under corrective action or has voluntarily deobligated funds.

For consortia, the lead AEL grant recipient must be aware of any nominations being submitted by providers. AEL grant recipients may submit no more than two nominations for this award. If TWC receives more than two nominations from an AEL grant recipient, only the first two received will be considered.

Who may be nominated?

Eligible nominees for the TWC Scholar of the Year are individuals who achieved participant status during Program Year 2022–2023 (funded under RFP 320-18-01) and who exemplify dedication, persistence, and leadership.

Signed Release of Photos, Videos, and Publications

Nominees must sign a release form acknowledging that photos, videos, and other publications submitted with the nomination form may be used in the promotion of AEL activities, Annual TWC Conference, and other TWC events.
